PUBLIC LAW 106–259—AUG. 9, 2000114 STAT. 659and not to exceed 10,616,000 can be used for emergencies andextraordinary expenses, to be expended on the approval or authorityof the Secretary of the Army, and payments may be made onhis certificate of necessity for confidential military purposes, 19,144,431,000 and, in addition, 50,000,000 shall be derived bytransfer from the National Defense Stockpile Transaction Fund:Provided, That of the funds made available under this heading, 5,000,000, to remain available until expended, shall be transferredto ‘‘National Park Service—Construction’’ within 30 days of theenactment of this Act, only for necessary infrastructure repairimprovements at Fort Baker, under the management of the GoldenGate Recreation Area: Provided further, That of the funds appropriated in this paragraph, not less than 355,000,000 shall bemade available only for conventional ammunition care and ANCE, NAVYTRANSFER OF FUNDS)For expenses, not otherwise provided for, necessary for theoperation and maintenance of the Navy and the Marine Corps,as authorized by law; and not to exceed 5,146,000 can be usedfor emergencies and extraordinary expenses, to be expended onthe approval or authority of the Secretary of the Navy, and payments may be made on his certificate of necessity for confidentialmilitary purposes, 23,419,360,000 and, in addition, 50,000,000shall be derived by transfer from the National Defense StockpileTransaction Fund.OPERATIONANDMAINTENANCE, MARINE CORPSFor expenses, not otherwise provided for, necessary for theoperation and maintenance of the Marine Corps, as authorizedby law, 2,778,758,000.OPERATIONAND(INCLUDINGMAINTENANCE, AIR FORCETRANSFER OF FUNDS)For expenses, not otherwise provided for, necessary for theoperation and maintenance of the Air Force, as authorized by law;and not to exceed 7,878,000 can be used for emergencies andextraordinary expenses, to be expended on the approval or authorityof the Secretary of the Air Force, and payments may be madeon his certificate of necessity for confidential military purposes, 22,383,521,000 and, in addition, 50,000,000, shall be derived bytransfer from the National Defense Stockpile Transaction Fund:Provided, That notwithstanding any other provision of law, thatof the funds available under this heading, 500,000 shall onlybe available to the Secretary of the Air Force for a grant to FloridaMemorial College for the purpose of funding minority aviationtraining.VerDate 11-MAY-200002:40 Aug 12, 2000Jkt 079139PO 00000Frm 00005Fmt 6580Sfmt 6581Grants.Florida MemorialCollege.E:\PUBLAW\PUBL259.106GSNT27PsN: PUBL259

114 STAT. 660PUBLIC LAW 106–259—AUG. 9, 2000OPERATIONANDMAINTENANCE, DEFENSE-WIDE(INCLUDINGTRANSFER OF FUNDS)For expenses, not otherwise provided for, necessary for theoperation and maintenance of activities and agencies of the Department of Defense (other than the military departments), as authorized by law, 11,844,480,000, of which not to exceed 25,000,000may be available for the CINC initiative fund account; and ofwhich not to exceed 30,000,000 can be used for emergencies andextraordinary expenses, to be expended on the approval or authorityof the Secretary of Defense, and payments may be made on hiscertificate of necessity for confidential military purposes: Provided,That of the amount provided under this heading, 5,000,000, toremain available until expended, is available only for expensesrelating to certain classified activities, and may be transferredas necessary by the Secretary of Defense to operation and maintenance, procurement, and research, development, test and evaluationappropriations accounts, to be merged with and to be availablefor the same time period as the appropriations to which transferred:Provided further, That the transfer authority provided under thisheading is in addition to any other transfer authority providedin this Act.OPERATIONANDMAINTENANCE, ARMY RESERVEFor expenses, not otherwise provided for, necessary for theoperation and maintenance, including training, organization, andadministration, of the Army Reserve; repair of facilities and equipment; hire of passenger motor vehicles; travel and transportation;care of the dead; recruiting; procurement of services, supplies, andequipment; and communications, 1,562,118,000.OPERATIONANDMAINTENANCE, NAVY RESERVEFor expenses, not otherwise provided for, necessary for theoperation and maintenance, including training, organization, andadministration, of the Navy Reserve; repair of facilities and equipment; hire of passenger motor vehicles; travel and transportation;care of the dead; recruiting; procurement of services, supplies, andequipment; and communications, 978,946,000.OPERATIONANDMAINTENANCE, MARINE CORPS RESERVEFor expenses, not otherwise provided for, necessary for theoperation and maintenance, including training, organization, andadministration, of the Marine Corps Reserve; repair of facilitiesand equipment; hire of passenger motor vehicles; travel andtransportation; care of the dead; recruiting; procurement of services,supplies, and equipment; and communications, 145,959,000.OPERATIONANDMAINTENANCE, AIR FORCE RESERVEFor expenses, not otherwise provided for, necessary for theoperation and maintenance, including training, organization, andadministration, of the Air Force Reserve; repair of facilities andequipment; hire of passenger motor vehicles; travel and transportation; care of the dead; recruiting; procurement of services, supplies, and equipment; and communications, 1,903,659,000.VerDate 11-MAY-200002:40 Aug 12, 2
